SudokuToy is a Windows application that lets you generate locally minimised Sudoku puzzles, display them on the screen, and then print them out to solve on paper.

You can set the difficulty level of the generated puzzles. You can also ask the toy to solve the puzzles it generates, and you can print out those solutions, if you wish.
